Nakasongola Proposed as Future Administrative Capital

Government has revived plans for a phased relocation of ministries, departments and agencies from Kampala to Nakasongola, with State Minister for Urban Development Margaret Muhanga saying President Museveni supports the proposal. The transition is linked to Uganda Vision 2040 and could extend over several years rather than occur as a single relocation.

Parliament Probes Toll-Revenue Controls on Entebbe Expressway

Parliament's Committee on Physical Infrastructure has summoned former Works and Transport Minister Gen Edward Katumba Wamala and former UNRA Executive Director Allen Kagina over weaknesses identified in the Kampala–Entebbe Expressway tolling system. MPs reported problems including manual vehicle classification, misclassification of vehicles and system freezes that can allow vehicles through before payment is recorded.

Uganda Plans First Nationwide Baseline Survey of Buildings

The National Building Review Board, working with the Uganda Bureau of Statistics, is preparing Uganda's first nationwide baseline survey of buildings. The exercise will establish the number, type and structural characteristics of buildings across the country while assessing regulatory compliance and exposure to hazards including floods, fires and earthquakes. Fieldwork is expected to begin around September 1, 2026, with findings targeted for release by December.

Land Acquisition Delays Affect 81% of Ongoing National Road Upgrades

Delayed land acquisition is affecting 739.3km of the 912.9km of national roads currently undergoing upgrading, about 81% of the programme. Works and Transport Minister Fred Byamukama told Parliament that several projects could have progressed significantly faster if Right-of-Way acquisition had been completed on time. Affected projects include Kira Road, Kabwoya–Buhuka, Mpara–Bwizi and Iganga–Bulopa–Kamuli.

Government Makes Full Transition From Paper-based Bidding to the Digital e-GP Platform

The Public Procurement and Disposal of Public Assets Authority (PPDA) and the Ministry of Finance, Planning and Economic Development rolled out the Electronic Government Procurement (e-GP) Phase II system across all public entities. However, PPDA officials warn that technically competent construction and supply firms are being disqualified at alarming rates during automated preliminary screening long before their technical proposals are ever evaluated. Context: The full transition from paper-based bidding to the digital e-GP platform automatically enforces strict administrative compliance, knocking out non-compliant bids without human intervention. PPDA data shows that nearly 90% of contractors struggle with compliance errors, most notably improper Joint Venture (JV) registrations, mismatched bid security names, missing power-of-attorney files, and incomplete mandatory Environmental, Social, and Health Safety (ESHS) submissions. Because the platform automatically rejects late uploads, unsupported file formats, or missing member credentials, capable local firms are losing public tenders purely due to digital administrative mistakes and zero tolerance to errors and omissions that would otherwise be waived or recalled as 'historical' information during the bid evaluation process. Stakeholder Implications Local Civil Works Contractors & Bidders: Technical capability and competitive pricing are no longer enough to win public works. The platform enforces zero tolerance for minor administrative mistakes that were traditionally waived as clerical errors. Contractors must establish internal digital compliance desks to ensure error-free e-GP uploads, individual registration for all JV partners, and pre-verification of bid securities at least 48 hours prior to system deadlines. Public Sector Procurement Officers & Entities: The total elimination of human interference in preliminary checks eliminates opportunities for discretionary waivers, side negotiations, or back-dated fixes. While this drastically cuts corruption risks and speeds up processing times, agencies face a heightened risk of limiting tender competition if local firms fail to adapt. Agencies must prioritize ongoing e-GP vendor training to prevent high vendor disqualification rates on public infrastructure projects. Joint Ventures & Consortium Partners: Under the automated e-GP framework, a single compliance error or missing tax document from one consortium partner causes the instant, system-wide rejection of the entire bid. Bidding entities must conduct strict due diligence on JV partners before submitting joint bids. Environmental, Social & Safety (ESHS) Consultants: ESHS documentation has shifted from a post-award requirement to a strict pass-or-fail preliminary criterion under Section 63 of the PPDA Act. Demand will surge for specialized consultants who can prepare compliant climate resilience, labor standard, and environmental management documentation for inclusion in digital bid uploads.
